Pond Announces Richard Hayes, Captain, US Navy (ret.), as Navy Client Manager

ATLANTA – (Oct. 17, 2022) – Pond, a progressive, full-service engineering, architecture, and planning company, is excited to announce the hiring of Richard Hayes as Client Account Manager for its Navy Program.
Richard joins Pond following a distinguished 29-year career in the Navy, where he most recently served as Chief of Staff and Director of the Maritime Headquarters for the Navy Expeditionary Combat Command in Virginia Beach, VA. In this post, he oversaw worldwide expeditionary construction, logistics support, ordnance disposal, maritime security, and disaster recovery operations.
He previously served as Commanding Officer for Naval Facilities Engineering Systems Command (NAVFAC) over its Mid-Atlantic and Hawaii organizations. Among other executive leadership roles, Richard also served as Public Works Officer at Naval Station Norfolk, VA; Commanding Officer of the Naval Mobile Construction Battalion SEVENTY-FOUR in Gulfport, MS; and Navy Shore Readiness/Infrastructure Portfolio Manager in Washington, D.C.
While leading NAVFAC Mid-Atlantic, Richard managed long-range capital investments for 18 installations, across 22 states. Following Hurricane Florence, he rapidly awarded $864 million in disaster recovery projects, and partnered with the industry to award a $1.7 billion capital investment plan to restore mission capability at Marine Corps bases in Camp Lejeune and Cherry Point, NC.
In Hawaii, Richard managed facilities and infrastructure across three installations. Under one initiative, he drove innovation of NAVFAC’s regional energy program by leading delivery of a 11MW solar photovoltaic generation station, a $14 million smart grid industrial control system, and $61 million in utility grid consolidation projects, resulting in 5% energy reduction.
