Clean-Inspect Storage Tanks, Pipelines and All Associated Systems
The restoration of the Keflavik West Fuel System is in support of the European Deterrence Initiative (EDI). The EDI supports the U.S. Europe Command’s direction to increase presence, exercise and training, enhanced pre-positioning, improved infrastructure, and build partnership capacity. This project is to determine the work required to increase fuel receipt, storage, and issue capacity at Keflavik Airport to support multiple EDI lines of effort.

Pond performed the comprehensive FCA on the West JFSI system that was decommissioned and mothballed in 2006. Pond was tasked by NAVFAC EXWC in support of USAFE and the European Deterrence Initiative (EDI) to determine the works required to return fuel receipt, storage, and issue capacity at Keflavik Airport to support multiple EDI lines of effort. The objective was to identify repairs & upgrades to place the JFSI West Fuel System back into service and meet Defense Logistics Agency – Energy (DLA-E) facility capitalization requirements.

Pond performed a wide array of surveys and assessments including API 653, API 570, STI SP001, coating condition survey, close interval potential, direct current voltage gradient, and operational and maintenance surveys. These surveys were successfully performed in February when conditions were -20°C and 50 kph winds.

The FCA findings identified 198 deficiencies with recommendations for repair and mission capability status identifying the structure, utility, key systems, components, and condition of all equipment in each facility needed to make the facility complete, usable, and fully functioning.
