Effingham County, Facilities Assessment & Design
In 2021, Pond identified serious issues during a facility condition assessment and programming needs plan. Subsequently, the county retained Pond to provide comprehensive engineering and architectural services for interior renovations across multiple county buildings, accommodating various county services.

Our scope includes building and interior design, structural assessments and design, mechanical, electrical, plumbing, fire protection systems, parking lot reconfigurations, civil engineering, landscape design, surveying, and geotechnical engineering. This space allocation and condition assessment serves as an impartial, objective analysis of a facility to determine condition, code compliance, efficiency, sustainability, life expectancy, and future repair and upgrade costs.

Pond worked with the county to experiment with different placements of organizational units on various floors or buildings to determine the best way to utilize space. The focal point of the assessment was concentrated on inventorying facilities, determining the condition of buildings, identifying necessary repair or replacement, developing cost models, and developing capital planning schedules.

Our approach was a proven process and based upon the American Society for Testing and Materials E 2018 which is the standard guide for property condition assessments. Facilities included county offices, a gym, a historic courthouse, the Old Jail Museum, Building #09 - Central School, Building, Building #11 - Fire Training Facility – Sheriff’s Department, Building #12 - Elections, , Building #13 - Animal Shelter, Building #14 - Probation Office, Building #15 - Senior Center, and Building #16 - Clyo Community Center.
